[CQ-Contest] Bob Cox, K3EST, Retires as CQWW Contest Director

With apologies to all, I need to correct my last - the members of the 
committee are now publicly identified, both on the web page and in Bob's 
2011 CQWW writeup.  Definitely a step forward.
