IMHO the reference in VIII.2(3) to a CW-Skimmer is not correct.
CW-Skimmer carries one of the most advanced filtering technologies available, called Bayesian filters, which isn't even close to anything implemented in modern equipments. FLDigi has some of it, but not quite as mature as Alex's implementation.
CW-Skimmer has a valuable capability to identify stations and their frequency, and the RBN is a testimony of that, but needs not to operate in this mode.
A mode of it, called "BLIND" allows to use just the filters and the CAT interface (sort of a Poor's man Pan adapter, which stills is a good operating help) without any decoding being performed whatsoever and without meeting the criteria for assistance, neither under current nor future proposed rules.
So the rules should be written with more precision as in their present form are not correct or at least are misleading into the notion that "any" usage of CW-Skimmer means assistance.
