[CQ-Contest] Absurd Rule in NAQP

I think an assisted category should be added to the NAQP.

Whenever I'm doing a manual S&P on CW or RTTY, I keep thinking of
how inefficient the process is, compared to skimmers publicly
broadcasting the information.

I think using all available technology in interesting and fun,
and represents progress.  Adding assisted categories is a strong
trend in contesting, and I think the NAQP should be included.
