[CQ-Contest] Posting Op Hours on 3830Scores

 I would like to recommend that everyone enter their Op Hours in
3830Scores. When comparing scores, it is nice to know whether the op
attained that score with 10 or 20 hours. Or who got what scores with the
same amount of operating time as me.

Most contest loggers have a report of op time. Some even differentiate
between counting one hour breaks or half hour breaks.
