Is this a Delta faucet?  I have one two and it also will come on during a thunderstorm.  I tried using ferrite on all of the leads, and wrapping as much as I could in tinfoil to no avail.  We are no longer using the touch "feature". I have also heard of problems with the motion or iR sensing faucets too.  Friend had a cat that jumped up onto the counter and turned on the water,  Chuck K9LC
