IMHO such complaint would be the same as complaint on a DX (or
DXpedition) being spotted in the Contest more often than the regular
stations.
Or, for instance, N1UR, located in the rare state of VT would be spotted
more often than, for example, a NY station...
Except in the above mentioned cases both N1UR and DX are competing with
all others, and WRTC stations are only competing with (other) WRTC stations.
