More information exists in today's Plain Dealer.
"The pandemic forced the state to implement a series of BMV
restrictions. The state created some leeway for drivers. it
automatically extended expiration dates for licenses, ID cards, or
vehicle registrations - including your plates and stickers -- that
expired on or after March 9, 2020, for 90 days after the state of
emergency ends or Dec. 1, 2020, whichever comes first.
The BMV's other innovative service, 'Get In Line, Online' is a virtual
queuing system that allows customers to check into the deputy registrar
location online and advance in line without physically waiting in the
office."
