[RFI] Investment vs. interference: BPL

One runs "fiber to the curb", terminating in pole, strand, cabinet or vault
digital loop carrier equipment connecting subscribers to a Central Office.
I worked on such equipment at a former employer.  Fiber to the HOME may
pass this up soon.
