[RFI] FCC Complaint Filing

I  had an RFI problem that I worked by the power company RFI troops who
found it to be a bad heating pad that was just plugged in and not
necessarily turned on.  They were able to get the offending source
corrected/removed without my being directly involved so I wonder if that
might be an avenue to have the power company show up at your neighbors.
However I suspect the lights are only on during the evening and my power
company saviors only work 8 am - 5 PM.
