3.2.5 is a subparagraph of 3.2 (Multioperator, single transmitter), so
it does not apply to single op.

Yes, you are correct. There is no band change limitation for single 
op. You have to follow the paragraph numbering to see what rules 
applies to what category.

This is a subparagraph of 3.2 (Multioperator, Single Transmitter). So
if a single op uses packet, he must enter the multioperator category.
