OK David, Thank you very much.
  I am glad that I understood the Rules right, however something is (on my opinion) strange, like for example:
    "3.2.1 Power." What is this subparagraph for? 
  It should be removed or, the same subparagraph must be added to the Single Op, but it is not neccessary.
  And I do egree that 24 hours limit for Multioperators is not long enough.
  Anyway, it is easy to critisize... Nothing is perfect.

3.2.5 is a subparagraph of 3.2 (Multioperator, single transmitter), so
it does not apply to single op.

Yes. That is the way to read this type of paragraph numbering system.

Yes, you are correct. There is no band change limitation for single 
op. You have to follow the paragraph numbering to see what rules 
applies to what category.

"3.2.3. Includes those single operators that use any form of spotting
assistance such as from nets or packet."

This is a subparagraph of 3.2 (Multioperator, Single Transmitter). So
if a single op uses packet, he must enter the multioperator category.
