No, some progress but not yet.

Recently, 
JARL asked the MIC (telecom office) for 160m digital mode permission. 

However few serious limitations 
Band width: 1907.5 - 1912.5kHz 
Emission width: less than 100Hz <-- PSK31 and 23Hz RTTY only? 

I hope to meet you on 160m in the future.
