[RTTY] The Empire Strikes Back....... RM-11708

Well, at this point maybe the thing to do is for the ARRL to withdraw 
RM-11708.

Allowing the involved parties to resolve their “fundamental 
misunderstanding” of the real intentions of RM-11708.
I'm sure we would all like to know what they are.
And maybe by allowing input prior to, not after the fact, we can avoid 
such misunderstandings in the future.
