Ron, based on the sentence above, I would differentiate a parade or bike
event in which Amateur Radio provides H&W (Health and Welfare) support, from
an activity for which Amateur Radio is considered the free wireless Internet
Service Provider. One is legal under part 97; the other is not.

Joe the event is no different than an annual parade or bike race with
amateur radio support and since
the US Power Squadron is one of the served agencies for ARES it's
nothing to get excited about.
On the other hand, why is a thank you letter to the Winlink team even in
there?
