[SCCC] Retracting towers in high winds

Most people don't live on tops of mountains or in the middle of the desert.  
So 80 mph winds at 20 feet in "normal" locations is pretty rare.  But an 
antenna that suffers damage at 20 feet can be easily repaired, whereas a tower that 
gets bent while extended is "gonna be big bux".  "If the antenna stayed up 
all winter, it wasn't big enough"  (Ed Tilton, W1HDQ)
