Tony,
That's right... you can work the same guy on both CW and SSB on a 
given band.  So 10 thru 160 could give you 12 QSOs with someone for 
the QSO points.  You have to do each QSO in the 'appropriate' part of 
the band, however.  It's one of the interesting strategy-factors in 
this contest, and a good example of why all contests don't-- and 
shouldn't-- have the same rules as all the others.

I can't comment on the club aspect which you mentioned... not sure I 
follow what you mean.  Maybe someone else wilI clarify for us.  I 
haven't reviewed the CQP website with this in mind.

Even with a 'small' station you will get good results by CQing; all 
the other participants are really looking for the California 
stations.  Good luck!
