OK, I see now.

I guess the problem is a growing number of people assume 
calling endlessly is OK if it is split.

Here's what I view as the real problem.

We now assume it is bad manners to let someone know their 
signal or their operating is bad. No one likes to be told 
anything anyone might consider negative. For example the 
OO's used to perform  valuable service, like reporting 
signal deficiencies. OO's are now are considered 
"policemen", which is now something negative. Policemen used 
to be good. Now anything anyone wants to do is always OK no 
matter how it impacts others.

It would be refreshing if we could report a bad signal or 
bad operating without being viewed as being worse than the 
offenders. Unless we change the attitude that anything and 
everything is OK the problems you had will only get worse. 
The problem isn't a few stations. The problem is the overall 
attitude.
