You have to remember that there was a quota system back then (on CW).   You 
could only work six stations in any one country.  US stations answered  
CQ's from DX and didn't call CQ.  Therefore the country multiplier was a  very 
important factor in the final score.  I think that the west coast has  an 
advantage in this respect.
 
The other factor was that stations outside of California could only run 1  
KW input.  :-)
 
There really isn't any way to level the playing field between the east and  
west coast.  East wins the DX contests because of its proximity to a very  
dense European ham population and west wins the SS contests
because of the dense east coast ham population.
 
I haven't read any of the opinions but I don't see anything wrong with the  
ARRL DX Contests as they are.
Limiting operating time as we do in the CQP and as is done in the SS may  
have some merit.
 
I enter contests because they are fun.  Let's not make it too  complicated.
