I like Marty's phrase "Each claimed transmitter in an entry category must be
manned by a separate, appropriately licensed operator" because it reinforces
and illustrates an FCC regulation I have seen abused at Field Day. In one
case when asked what frequency they were using, the legal control operator
who was fifteen feet from the radio and reading a book replied "twenty
meters, isn't it?"
