ALL,
I'll second Larry's info about the issues inherent in trying to send
funds to Cuba. I've worked with the Treasury Department's Office of
Foreign Assets Control to get a "Special License" for financial
arrangements with Cuba (for ham radio travel there for a couple of Field
Day operations as CO0US and T42FD) and it is a time consuming and
somewhat frustrating experience. While it might be possible to apply for
such a license, all should be prepared for at least a 90 to 120 day process.
I'd suggest that some other approach be investigated to help Eduardo.

But Cuba is still a Group Z country embargoed by the US, so to send money directly or indirectly in any amounts may trigger civil or criminal enforcement actions against the US donors by the Treasury Dept's Office of Foreign Assets Control. (I am not trying to be a wet blanket, but I have represented clients to whom this happened. The enforcement actions are nasty and ugly and can cost ~$8,000 per donor in penalties, plus attorney fees for private representation.)
