They may not be set up as "CW" and "Phone" bands, but it looks like the 
ARRL does not understand that.  To quote the ARRL bulletin, they said, "The 
amended plan would drop the US phone band to 3725 kHz on 75 meters . . . 
"  Whereas the accepted phone band in the past had stopped at 3750 kHz, it 
sounds to me like phone gains 25 kHz and CW loses 25 kHz.  And I repeat 
that I understand that one may operate CW anywhere in the band, ie. 3500 
kHz to 4000 kHz.  The problem is that in the real world when phone 
operators are at 3725 kHz and above, almost all CW operators will be at 
3725 kHz and below.  I agree with you that if there were more CW operators 
this likely would not happen.  And I candidly admit that most days on the 
bands, this is not a big deal.  But on CW contest weekends things will be a 
tad more crowded.
