Hi Jeff,

I found the report by logging on to the ARRL website and typing "contest
advisory committee" into the keyword window.  The first choice that came up
was CAC Chair WC1M's January 2011 report to the board.

Here's the relevant item:

"Per instruction from the PSC, the CAC Chairman and MVP Manager have drafted
a tasking for the CAC to review the rules of the ARRL DX contest for
potential improvements. The draft will be submitted to the PSC for
consideration at its January meeting. If approved, the CAC will start
working on it right away."

My point was that it is a real stretch to call this a "leak" since it is
publicly available.

It may be a bit premature to contact your division director about this but I
know that most CAC reps always appreciate well thought-out and reasoned
comments from their division membership.

        Ted,

        Good luck in using the search engine on the ARRL webpage. It doesn't
work. I happened to run across the report when using Goggle to find the list
of CAC reps. It was reported on cq-contest that the information was leaked
to NS3T by a CAC member.

        As K4JRB and others have said the CAC is just an advisory committee.
They have only been asked to study the issue and make a recommendation. I
haven't heard anywhere that a recommendation has been even made. Contacting
your division director about this would be jumping the gun....
