I don't think the founders intended to make it difficult to change the
bylaws. Otherwise they would have required a quorum of members and 2/3
majority etc.... I believe that the purpose of the notice requirement
in the existing bylaw is to get members to the meeting so that they
can listen, give input, propose modications to the motion, and vote.
I think we meet the spirit and technical requirement of notice of

with a simple (mailed) notice to the members like ......

OK guys, first of all, whether our founders "intended" to make such
changes difficult is not the point. The point is they did make it
difficult. And "spirit and technical requirements" are not
sufficicent.
As such, unless formal notice by written mail is received by ALL
members of the Club, no vote may be taken. Now, perhaps individual
members may notify the Secretary by email that they do not wish the
regular mail would suffice. Otherwise, if we try to rush it, we'll
still be at this months from now.
Without pointing a finger at anyone, that one matter must be complied
with, and I highly recommend each member READ the existing C&BLs.
I especially recommend pg 8, paragraph 7.
It's going to take 2 meetings to implement the changes, and everyone
should get used to it.
Step by step is the only way to go.
