Yes, all the cable offerings are shared services ... the roughly 50
Mbps capacity is shared by all "cable modem" users (including voice)
on a node.  If there are multiple heavy users in a neighborhood the
sustained data rate will drop substantially.  In addition, each node
(neighborhood) is a single LAN/WAN which creates a potentially 
significant security issue.
