[Skimmertalk] rbn bias?

Operator this weekend for wpx cw noticed that many times he had to tune down
in frequency beyond n1mm's spot tuning tolerance after grabbing spots.
(this was after turning off n1mm's new frequency randomizer)  He said this
was new since his last cw contest here (NEQP the beginning of the month).
Has something changed somewhere that could do this??
