The bright side is that some of the bad connections causing arcs and noise 
are possibly prone to no connection in the future thus leaving you without a 
charged section of the fence when you least expect it.  Maybe looking for the 
problem areas will solve both radio (current) and loose livestock (future) 
problems.  You're ahead either way.

P.S. Take an insulated test lead with two insulated gator clips - along with 
the transistor radio - when you go searching.  May save you some time.
