So now we seem to have contesters that do not know which frequency they
operate on. Furthermore not knowing that seems to many to be a less
violation than running with too high power.
A radio amateur has a serious problem, if he do not know the frequency his
is on, not only in contest but also during normal operation. According to
the regulations he must know his own frequency in order to be within the
band limits. If an amateur has so bad junk, that he don't know where he is,
he must take some action to correct this. Otherwise he will not fulfill the
requirements for having a license. For the same reason You must be able to
see correctly, if You want to drive a car.
Contesters are generally expected to have better gear than occasional
operators, especially when running high power. The later demands more from
the operator concerning QRM, safety etc. When You run HP, You must know
what You are doing, for Your own and others sake. Otherwise You should
stick to very low power levels indeed. Lids should not operate linear
amplifiers. It is too dangerous. And a contester should not be a lid.
Then to the question if we should accept "minor" violations before we have
sorted out the "major" violations first. I do not think that we can have a
gray zone. Futhermore there would then be a debate of what would be major
and minor. We have to decide, whether the contest rules should be obeyed or
not. If we believe that some rule is not good, then the rule should be
changed. Some parts of the rules may be easier to control that other. That
is just how it is. I do not understand why the principal of obeying all the
rules should fall because of this.
If we would accept contesting without knowledge of operating frequency,
then we would have lower requirements on the operator than the authorities
have, both outside and in contest.
