That issue has already been addressed and decided (rejected) by the FCC.  It 
is EXTREMELY rare for the Commission to reverse a decision once they have 
enacted it into their rules.  They have proclaimed many times that they will 
reconsider a decision if and only if new issues can be presented that were 
not addressed during the initial proceeding.  It would be a total waste of 
time to bring this up again to the FCC unless you can convince them that 
something has drastically changed since they dismissed the original proposal 
under RM-10352.
