All,

I feel the issue is that the band plans for the three regions are not aligned, especially region 2. 

Since CW is still a popular mode of communications for this band I propose three regions should allocate 1810-1840 for CW.

SSB is not a popular on 160 as it is on 80 or 40. I don't hear much activity except during contests. Digital modes will grow, so I propose allocating 1840-1870 for narrowband digital modes and 1870-2000 for SSB and wideband digital modes.

I can't seem to find a mention of a DX window in either the R1 or R3 
IARU bandplans.

  I do see R3 puts digital at 1830-1834 and R1 at 1838(1840)-1843
