Yes...I believe it! Picture a TA-33 without balun.
Vertical run of feedline in proximity
to vertical run of coax to TV set. Currents
flowing on outside of TA-33 coax can
easily induce enough signal into TV coax to
overload front end of TV set. With balun,
no feedline currents hence no TVI. Even if beam is
aimed at TV coax, signal is cross
polarized thereby minimizing pickup.
