Doesn't necessarily have to be a small operation, Dale.

I work at a facility with about 2,500 civil service and 6,000 contractors
(and that's just on-site and not counting the contractor facilities
off-site).  Need a locksmith?  You better hope he's not on vacation, sick
leave or attending his daughter's graduation, wedding, etc.  If it's REALLY
a necessity and a work stoppage, they will hire an outside contractor to do
the job.  Otherwise, it's wait until he returns.  Oh, the facility? NASA
Johnson Space Center.  :-)
