The lower antenna should be louder than the stack only when the angle of
arrival is higher than the optimum angle for the low antenna alone.  This
usually only happens when the ground is not level.  At my QTH where the ground
is level within 5 feet for over 10 miles out (TA was a waste of money!) the
stack is always best.
