The basic Rai-Beam is a short boom 2 el beam with all driven elements.
Probably gets good front to back but unless the antenna
violates all known laws..the max gain is probably no more than 4.5DBd.   The
4 el version with parasitic elements (10 and 6 meters)
probably is a very competitive.    Nowhere does any literature or theory
allow any antenna even with driven elements to exceed the maximum gain for
the length of boom and whether its a reflector/driven or driven/director
array.   The ZL special and HB9CV are of this driven type.  W4GL ran all
driven 3 el 20 meter beams in the 50's.   As Oliver Swan and later KLM found
(and supported by research by Pete Rhodes K4EWG) the driven cell whether
covering one band or several bands in log periodic style can be incorporated
in a array with supporting parasitic elements with good results.

If the claims are too good to be true...they probably are!
