Take a look at pages 212-225 in Antenna compendium #6.  That will give you
some insight on how nice it is to have a vertical over a saltwater
ground-plane.

    The downside of s/w is that it is a very corrosive environment.  The
antenna materials must be compatible with the salt environment, well matched
(galvanically) and sealed where ever possible.  Very regular maintenance
will be needed to keep things working well.

    Of course you also have to start with an efficient and well designed
antenna.  Many of those on the market are less than wonderful.  I will let
the rest of the gang make suggestions on that score.
