I think you have to go by the "Guying Details" drawings, since the
strength of these towers is heavily dependent on the guying.

For 70mph, no ice, my 1996 book shows:

34.6 sq ft projected area at 100' (26.6 + 8) 
31.3 sq ft projected area at 160' (23.3 + 8)
