It's use is preferable to avoid voids/air pockets in the concrete.  You can
"get around" it by not pouring too fast and carefully working the cement into
all the corners/sides of the form, etc.  BTW, specify "4500#" concrete; it will
be a bit stiffer and the supplier may look at you cross-eyed, but will be
considerably stronger without spalling and at a minimally higher cost -
basically the $$ for more Portland cement - a no-brainer one-time investment.
