dunno if I would be so concerned about this!  Is it better - yes...

as far as the vibrator for your intended purpose of the pour it is not
worthy of the expense...as the concrete fills the hole just poke around in
the hole making sure it flows to all areas of the hole so no air pockets
form...not a problem unless you are pumping the concrete in at a very fast
rate....

As far as upgrading to higher psi concrete...I do not feel the type of
forces present at the base of the tower truly justify the upcharge!  I am
NOT a structural engineer but have sold my share of concrete
chemicals...tower bases are NOT high rise buildings!
