There is an appropriate proverb that addresses this situation: "you
shall
know the truth and the truth will set you free".
The truth is the writer does not know what he is talking about. So
"Ignorance is Bliss". The paper by Mousa is in the same category.
Neither
of these people bothered to make a technical evaluation, instead they
repeated others.
In contrast Donald Zipse, a Fellow in the IEEE had written a similar
paper
about 5 years ago; but when challenged to investigate the truth, did so
and
in September 1999 presented a keynote paper for the IEEE/PCIC Conference
with an apology, a retraction and a brief technical explanation and
stated
that the Charge Transfer System is the system of the future. In the
September 2000 Conference of the group, he presented tutorials on the
same
subject.
