Indeed... Title 24 isn't online (except for certain sections), since it's a
copyrighted code (one of those nifty peculiarities).  You'll have to go to
the library.
In general, all California laws are available at http://www.leginfo.ca.gov/
(or there's a link).. What you really want is the California Regulations
(which is at http://ccr.oal.ca.gov/ )

try http://www.bsc.ca.gov/title_24.html  - of course, there's nothing there,
because you have to BUY the code (or view one of the free copies at a
depositary library or your city hall)

the master list of California Code of Regulations (CCR) of which Title 24 is
part: http://ccr.oal.ca.gov/  (of course, Title 24 isn't listed..)

As a practical matter, the UBC is hundreds of pages long..
