[TowerTalk] Tapered tower hazer

My earlier estimate was wrong - - too high.

Looking at the AN Wireless website, the difference on one side of the 
tower between the bottom and top of any section is 3-19/32 inches.  
Doing the math, the taper along one side is 1.038 inches.
