Was this an approved method  of installing a tower?  Will it be better to
purchase the three  factory legs to place into the cement base. 


    This is a technique used by hams all the time and  the only downside is 
that the tower gets shorter over time each time you cut  it off and move it. 
Feel free to do the same thing with no problems.
