The only problem with this is that then you need to know how many 
subscribers they have, and that means you need to be able to audit their 
books, and define things like "what is a subscriber?".

For instance, if someone signs up on the 15th of the month, and they pay 
rent on the 1st, is that "half a subscriber"?  or is it "however many 
subscribers there are on the 1st"?  (the latter might lead to lots of 
new subscribers coming on line on the 2nd, and lots of people 
terminating on the 30th.

Is a subscriber who is fully paid up different than a subscriber who is 
in default by 2 years, because it's the owner's cousin?



I'd go for flat $/month, just because it's simpler.

If you want complexity, charge by the bit transferred error free.  Then 
you can monitor all the traffic, look for retrys and not count those, etc.
