[Trlog] On-Deck Call Dissappears

I have experienced this problem in every contest
since 6.73, including the CW NAQP. It's more of a
nuisance than a critical bug IMO, but it would be
nice to get the old behavior back (where the on-deck
call stays visible.)  I last commented about the 
On-Deck call vanishing in the following post:
