I think this can be translated to =
"RUN< RUN< RUN"  and use the second radio to work out the propagation then
work what you are confident is there.
These days the critical decision when to drop a run freq to go hunt
mults/change bands etc has been eliminated.
In 21/28's case, unless rates are so high so that no time can be given to
use the 2nd radio, 21/28 to a 2 radio station is effectively a single band
contest. Especially if you sit there bouncing a 3 second CQ between bands.
High or low points in the cycle will have no effect on this.
