I've always taken the "start of a period of operation" to be the start 
of the first transmission, and the "finish of a period of operation" to 
be the end of the last transmission. Band and mode changes likewise.

The requirement to record CQ calls is peculiarly daft. My logs have been 
inspected a few times over the past 40 years, but no PO or RIS inspector 
has ever queried the mysterious absence of CQ entries.

I think we're all much clearer about what's really needed than the 
regulations are.
