[UK-CONTEST] Draft of new licence

Not outrage, Dave, just surprise.

The case you quote will NOT be covered by the new arrangements, as I read
them. I have no problem with introducing a definition of "/A" when you want
to differentiate an operation from /P. In both cases (assuming no advance
warning has been given to Ofcom) you will need to announce your location
from time to time and use the relevant suffix.

What I do feel is unnecessary is when you give advance notification to
Ofcom, you will still need to sign /A. That is not really very logical.

In the case you quote, assuming you were not undertaking a premeditated
operation and had time to tell Ofcom, you will still need to sign /P. There
is no facility to use /A for an unnotified operation.
