[UK-CONTEST] IARU Contest;Level playing-field?

I neither include nor exclude any particular activity.  My interest, is in 
drawing into focus the inconsistencies before us.

Would it be appropriate for an entrant in an RSGB 1.8MHz contest or perhaps 
in the 80m cumulatives, to actively solicit contacts in the days leading up 
to the event?  If so, then to what extent?

Specifically considering a RSGB 1.8MHz test, where the gap between 1st and 
10th place might be only 20-30 contacts in an overall 200+, would it be 
acceptable for a participant to seek his support by the 30+ members of his 
local club?

I can see that there may be an argument for the line to be drawn differently 
in different events.  BUT surely there is a need for clarity, so that 
participants can understand acceptable behaviour from the unacceptable.
