[UK-CONTEST] Score publishing

To add a little background to this for those that don't know. The practice
of withholding claimed scores was born out of days gone by when certain
contest sponsors did not actually check the logs. Hence if you saw that
some one had a slightly higher claimed score than you, it was a relatively
trivial task to "pad" the log with dummy QSO's. Once this practice became
generally known those who had made an honest high score were likely to keep
it to themselves to try and avoid being the victim of such practice.
These days I think all contest sponsors check the logs so such practice has
been virtually eliminated as it can be spotted by the adjudicators.
For what it is worth the RSGB has been checking the logs of it's contests
for more years than I care to think about and certainly longer than certain
major contest sponsors.
These days I find the major barrier to getting a claimed score out is the
not insignificant challenge of getting down to preparing the entry after
the contest. Not insignificant when you have to work out the claimed score
yourself! Real life really gets in the way sometimes :-)
