[UK-CONTEST] Commonwealth Contest.

I have to say that the new John Dunnington trophy, which does cater for the
barefoot station and is very welcome, is only available to UK entrants and
this seems a little hard on overseas stations in the same position, who can
only compete to have a * against their entry in the open listing.  Surely at
least a certificate could be made available for these guys to shoot at?

There's been quite a lot of discussion here in the past re the old Junior
section rules, i.e. 25W and a GP or limited hours (as at present) - last
time it came up opinions were pretty well divided.
