NO it's not acceptable to arrange contest QSOs via cluster chat.

Our VHF contesting brethren have got themselves into a mess by use of 
KST to set up QSOs. It is perhaps arguable on the higher VHF/UHF bands 
in a contest, though personally I am dead against it. On HF it is 
utterly out of the question.

It's been my view for some time now that overall, packet cluster is a 
BAD THING for amateur radio in general, and contesting in particular.
